    Air Products and Chemicals, Inc., a Fortune 500 manufacturer of industrial gases and chemicals, has an immediate opening for a Construction Engineering Manager at our Corporate Headquarters in Allentown, Pennsylvania.

    The position of Construction Engineering Manager(CEM) is within the GEMTE Field Execution Organization and reports to the Manager of Construction - Americas. Key responsibilities of this position are to provide oversight of construction activities in industrial gas technologies (ASUs, SMRs, and other process gas production), from the proposal stage to the completion of field construction activities.

    CEMs are typically located in either the Allentown, PA or Houston offices with 20-40% travel time to projects assigned to them. The primary responsibility is to ensure the safe execution of construction while achieving scope, schedule, and budget objectives.

    CEMs are responsible for developing the construction proposal strategies, ensuring front-end constructability during design, resource planning, construction contract administration and cost management, and the direct management of Air Products' resources. The position typically concurrently manages 3 - 6 field construction locations with a TIC value of $25M - $500M. The personnel under their supervision can range from 8 - 15 people.

    Specific Job Duties of this position are:

    • Support the bid phase of projects: participate in labor and contractor qualification surveys, develop a construction site estimate, develop overall construction schedule, collaborate with construction estimating
    • Review the project scope and incorporate measures needed for a safe project execution. This may include design changes, dedicated site safety supervision, incentive schemes, field representative, or contractor training.
    • Incorporating constructability into the engineering and design execution strategies (including package breaks, modularization options, etc.).
    • Support procurement process: help define contract strategy (e.g., fixed price, bill of quantity, reimbursable, cost plus fixed fee, etc.), support development of labor strategy (open shop vs. union), assist in defining who should be included on the contractor's bid list.
    • Review all bid specification packages and work closely with the project execution team to incorporate changes to the specific scope of work for a contract and ensure the correct standards are include in construction package. Receive input from the field representative if assigned at time of review.
    • Work closely with project execution team to develop the site staffing (bringing field representative in the office to help in developing the project, timing for when field representatives will go to the field, selection of the correct field representative for the job, etc.)
    • Support the field team: assist the field representatives on contractual issues arising in the field, ensure that issues such as schedule delay, potential claims, authority issues, industrial relations issues, etc., are reported to construction engineering and project execution management in a timely fashion
    • Ensure that progress payments, invoices, construction change orders, field purchases, expense reports, time sheets (for the field representatives) are appropriately reviewed and approved

    In addition to direct project construction responsibilities, the role also includes participation and taking a leadership role in support activities for the department including:

    • primary focus keeping personnel on Air Products and Customer sites safe by continuously striving to be the Leader in Site Safety in areas of behavior, best practices, standards, training, and all activities that drive safe construction of process plants
    • interaction within the engineering organization groups and resources to develop relationships and a team environment in working with our customers
    • developing site staffing strategies to promote knowledge transfer and flexibility, addressing competency gaps
    • work process review, improvement, and development
    • leading activities to improving the services to our customers in the area of safety, cost, quality and schedule

    The position requires at a minimum:

    • construction engineering or management degree preferred, 4-year engineering or technical degree is a plus
    • experience in construction activities in both support and direct involvement in the field.
    • demonstrated record of high performance with at least 10 years of construction experience
    • demonstrated leadership and interpersonal skills, project management is a plus
    • record of success in safety, environmental, quality and employee involvement
    • strong commitment to employee involvement, leadership, team building and diversity
