    The position of Americas Cost Engineering and Estimating Manager is within the Project Execution organization and reporting to the Director of Americas Project Execution. This position is accountable for developing construction estimates and defining construction risk for Process Gas, HyCO, and Air Separation facilities. Project estimating scope includes all Civil, Mechanical, Electrical, Instrumentation, and Insulation disciplines. This scope also includes estimating pre-fabrication, modularization, and operating plant turnaround contractor scope.

    The Cost Engineering and Estimating Manager is accountable for all aspects of the estimating work process and typical activities include: oversight of detailed construction cost estimates from design drawings, developing conceptual construction cost estimates with limited design information, identifying related risks and value improvements, reviewing and assessing the completeness of construction packages, reviewing the work of outside A&E and EP firms who prepare construction scope and costs for Air Products, and participating in negotiations with construction contractors during pre-FEED project development, bid, execution, and true-up phases.

    The Cost Estimating Manger will manage the cost engineering and estimating team with all human resource requirements including compensation planning, employee development, resource planning, and department sustainability. This position collaborates closely with Construction Engineering, Procurement, Product, and Project Bid Development teams.

    The manager tyically oversees 5 - 20 estimating projects, ranging through all classes 1-5 at a time with a TIC value of $25M - $600M. The personnel directly under supervision can range from 6-12 people (including exempt, hourly, and contract).


    Key responsibilities of this position are to provide salary budget control and oversight of estimating activities in America Region, supporting construction engineering, liaising with proposal team, procurement, and project execution, managing safety, risk, manpower, schedule and cost.

    The Manager will be located in the Houston, TX office and be traveling 10-25% of the time to support new project development, labor surveys, and contractor engagement. The Manager is accountable for overseeing the maintenance, implementation, and execution of engineering procedures, work instructions, and job aids. The manager will oversee cost engineering front-end (constructibility) development/strategy, safety, schedule, quality, resource planning, contract administration of construction contracting firms and cost management, and direct management of home office and field personnel.

    This position is accountable for the following end results and functions:

    • Manage labor surveys, understands workforce issues, labor rates, and productivity.
    • Develop and maintain work instructions and job aids.
    • Maintain cost databases on global basis.
    • Interface with Leadership Team, lead construction estimate reviews, communicate risk, and identify opportunity for improvement.
    • Deliver accurate estimates with clearly defined risks.
    • Collect actual construction field data and manage global cost estimating database to improve the speed and accuracy of future estimates.
    • Identify and communicate gaps in construction packages
    • Review estimating activities and deliverables from outside engineering firms.
    • Develop estimating reserve based on risk and quality of input deliverables.
    • Develop critical quantities to be used as measurement of scope change.
    • Maintain global estimating software programs and tools, including data sharing.


    This position requires at a minimum:

    • BS in engineering is required or equivalent experinace. MS degree in related business or construction field is a plus.
    • 20+ years in construction estimating for industrial facilities
    • 5+ years in construction related role (field construction, construction management or controls, etc.)
    • Experience in conceptual pipe layout and estimating using P&ID and equiment arrangement
    • Extensive knowledge of civil, piping, electrical, and instrument systems and components
    • Ability to conceptualize foundation sizing, piping layouts, structural steel quantities, power and instrumentation routing from plot plans, P&ID's, and electrical load lists and single-line diagrams
    • Experience with the following tools is preferred: Accubid, Timberline, QuickPen, and I-Data.
    • Proven Record of success in safety, environmental, quality and employee involvement
    • Demonstrated Strong commitment to employee involvement, leadership, team building and diversity
    • Ability to travel to sites, visit contractors, and 24/7 availability for emergency response
